PROJECT ASSISTANT

Sustaining Access to and Quality of Education during Economic Difficulties Project (RRP MON 50091), implemented by Ministry of Education, Culture, Science and Sports (MECSS) and financed by Asian Development Bank (ADB), aims to minimize the negative effects during this difficult economic period by (i) narrowing the gap in the enrollment capacity of schools and kindergartens in Ulaanbaatar and some aimag centers (output 1), (ii) supporting the completion of unfinished curriculum reform and associated assessment system reforms (output 2), (iii)  ensuring the provision of teaching and learning materials (TLM) that accompany the new curriculum (output 3), (iv) upgrading the skills and knowledge of teachers and managers for the new curriculum and assessments (output 4), and (v) strengthening systems for planning and managing education services (output 5).

The Project Assistant (48 person-months) is a full-time staff of the Project Implementation Unit (PIU).

(i)         (i)         Provide administrative support for the PIU and consultants recruited under the project;

(ii)        Carry out basic office tasks to ensure smooth workflow, such as coordinating and scheduling meetings, providing interpretation/translation services for meetings, arranging travels, printing and photocopying, organizing and filing documents and records, preparing meeting minutes and memos, handling routine correspondences and e-mails, editing reports and documents, etc.;

(iii)       Manage petty cash for PIU operations and monitor costs of the project vehicle (petrol, driver, etc.);

(iv)       Purchase and distribute office supplies to the other PIU staff and monitor proper maintenance of office furniture and equipment;

(v)        Assist the Procurement Specialist in advertising invitations for bids and consulting service requirements in newspapers, government and other professional websites, and ADB system, and preparing small service contracts;

(vi)       Assist the Financial Management Specialist/Accountant in processing payments and maintaining records;

(vii)      Assist the other PIU staff and consultants in organizing meetings, training and workshops including preparing documents and materials, arranging venues, and facilitating communication and coordination;

(viii)     Assist the other PIU staff in preparing and translating documents and getting signatures and approvals from MECSS, MOF, and other relevant government agencies;

(ix)       Assume other tasks as assigned by the Project Coordinator.

The applicant must possess and demonstrate the following qualifications:

  • A university degree in administrative assistance and other relevant disciplines;
  • At least 3 years of experience in providing administrative support for project and business operations;
  • Written and oral English and Mongolian proficiency;
  • Strong communication and interpersonal skills; and
  • Proficiency with Microsoft Office (MS Word, MS Excel and MS Power Point) and web skills are required;

All documents should be enclosed in a sealed envelope that indicates the applied position, and hand delivered to the specified person at MECSS by 16.20 pm, 17th September, 2018. Please note that the submitted documents will not be returned to the applicants.

Only the short-listed candidates will be contacted and asked to (i) have a job interview with the MECSS’ selection committee; and (iii) provide proof of work experience and original copies diplomas and certificates at the interview.
